FARM Animal Care Version 5

FARM Animal Care Program standards are revised every three years to reflect the most current science and best management practices within the dairy industry. Standards, rationale and accountability measures are reviewed and revised by the FARM Animal Care Task Force and National Milk Producers Federation Animal Health and Well-Being Committee with input from industry stakeholder groups including farmers, animal scientists and veterinarians. The National Milk Producers Federation Board of Directors provides final approval on version standards. FARM is currently facilitating the development of FARM Animal Care Version 5.

The following changes were approved by the NMPF Board of Directors in March 2023 to be implemented in FARM Animal Care Version 5:

Locomotion

  • Establish benchmark for moderate lameness 15% with associated Continuous Improvement Plan (CIP)

 

Disbudding

  • Elevate pain management standard from Continuous Improvement Plan (CIP) to Mandatory Corrective Action Plan (MCAP)
  • Acceptable methods: Caustic Paste & Cautery

 

Calves

  • Revision to how colostrum feeding standards are evaluated:
    • Meet quantity (10% birth weight), quality (visual, colostrometer, etc.) and timeliness (within 6 hours) guidelines; OR evidence of successful transfer of passive immunity

Continuing Education

  • Elevate Family Employee standard from Continuous Improvement Plan to Mandatory Corrective Action Plan (MCAP)

 

Euthanasia

  • Identification primary & secondary individuals for euthanasia implementation
  • Confirmation of death in protocol

 

Program Implementation

  • Establish discovery process between FARM & co-op/processor for farms that exceed animal observation benchmarks significantly

 

About Animal Care Version 5

Given the impact of Coronavirus, the FARM Program extended the current version cycle (Version 4) by 18 months. The Animal Care Version 5 standards will be in place from July 1, 2024 to June 30, 2027.

The FARM Animal Care Program helps to demonstrate dairy farmers’ commitment to providing excellent care of their dairy cattle and producing safe, wholesome milk by:

  • Establishing animal care guidelines using the latest research and best management practices in the National Dairy FARM Animal Care Reference Manual National Dairy FARM Animal Care Reference Manual.
  • Implements on-farm evaluations by trained evaluators who help identify strengths and outline improvements for dairy farms.
  • Ensures integrity of the program through third-party verification.

Open Comment Period: Drafted Animal Care Version 5 Standards

The National Dairy FARM Program Animal Care Program invited all dairy industry stakeholders to provide comments, feedback and concerns related to the drafted Animal Care Version 5 standard revisions during the open comment period from Sept. 16 – Oct. 28.

FARM held an Industry Town Hall webinar December 1 to discuss themes from the public comment period feedback. A written summary of submitted responses is also available.

The FARM Animal Care Program demonstrates that dairy farmers are committed to taking excellent care of their animals and producing safe, wholesome milk by:

  • Detailing science-based animal care guidelines that evolve with the latest dairy research
  • Providing on-farm evaluations by trained evaluators who work with farmers to identify strengths and, if necessary, outline improvements
  • Ensuring the integrity of the program with third party verification by qualified dairy experts who evaluate a representative percentage of farms each year to demonstrate that FARM is working as intended

98% of the US milk supply participates in the FARM Animal Care program area. Dairy farmers participate in the program through their milk cooperatives, processors, individual farms, and other organizations. When an organization signs a FARM Animal Care participation form, they commit that 100% of their membership will be evaluated against the current animal care version’s standards and is subject to third party verification.

FARM will accept comments on the drafted FARM Animal Care Version 5 standards from September 12th – October 28th

Once the open comment period is closed, the Animal Care Task Force, Farmer Advisory Council, NMPF Animal Health & Well-being committee and NMPF Board of Directors will review submissions and consider feedback before NMPF Board of Directors approve the final standards.

FARM Animal Care Version 5 will go into effect July 1, 2024. Version 5 will then be in place from July 1, 2024 until June 30, 2027.

No. The majority of the standards from Version 4 are remaining the same in Version 5. The Version 5 standards will include minor refinements and clarifications that will improve consistency in FARM Animal Care on-farm Evaluations.

Second-Party Evaluations for FARM Animal Care Version 5 will begin July 1, 2024 and run in the usual three-year cycle. Your second-party evaluator, employed or contracted by your milk marketer should be your number one resource for all FARM Program matters. FARM resources such as the Animal Care Prep. Guide, Reference Manual and FARM website (coming January 2024), are the best place to find relevant information.
